  • Constructive Change

    1. Oral or written communications 2. An act or omission by the contracting officer or other authorized government official that is construed as having the same effect as a written change order.
  • Constructive Suspension

    An action in which an entity is responsible for a work stoppage without a contract suspension.
  • Consul

    An official appointed by a government to look after its business in a foreign city.
  • Consular Invoice

    An invoice certified by the consulate of the destination country to assure collection of import duties in that country.
  • Consultant

    A person or company that possesses unique qualifications that allow them to perform specialized advisory services usually for a fee. See also: Consulting Service.
  • Consulting Service

    Service of an advisory nature required to support policy development, decision-making, administration, or management of a business or public entity; generally provided by individuals or organizations who possess specific knowledge, technical skills, or unique abilities not usually available in-house or from within the entity. See also: Consultant.
  • Consumable Item

    Material that is expended or consumed in use and for which no records are maintained after issue.
  • Consumer

    A person or entity that purchases goods or services for personal or its own use, and not for resale.
  • Consumer Grade Product

    1. A product designed and sold by a manufacturer and intended to be used by the general public 2. Products intended for intermittent use by the consumer, signifying potential warranty limitations. See also: Commercial Grade Product, Industrial Grade Product.
  • Consumer Price Index (CPI)

    1. A measure of changes in the average price of consumer goods and services. 2. A price index constructed monthly by the U.S. Bureau of Labor Statistics that provides a statistical measure of the average change in prices in a fixed market basket of goods and services. Frequently called a cost-of-living index.
