Michael Bevis, JD, CPPO, CPSM, C.P.M., PMP was a Member of the Board of Directors of the National Institute of Governmental Purchasing, is active as a “Purchasing Management Assistance Program” consultant and instructor for NIGP, and has been a member and past Chairman of the NIGP National Research Committee.
He also teaches procurement (private sector practices) at DePaul University in Chicago. He holds several professional certifications including Certified Public Purchasing Official (CPPO), Certified Purchasing Manager (C.P.M.), and Project Management Professional (PMP). He is a graduate of Georgetown University Law Center (J.D.), and has pursued post graduate studies at DePaul University, North Central College and Northern Illinois University where he is currently a Ph.D. candidate. Prior to focusing on procurement and supply management he practiced law in Illinois, Ohio, and before several Federal courts. His clients have been as diverse as the Cincinnati Bengal’s football team, the Catholic Archdiocese of Chicago, and the Chicago Symphony Orchestra.
He has focused his efforts on procurement and supply management leadership for the past 18 years and his experiences have included Deputy Purchasing for the City of Chicago and Purchasing Manager for the Chicago Park District, he is currently Chief Procurement Officer for the City of Naperville, Illinois a position he has held for the past eight years. In his current position he has primary responsibility for a 160 million dollar annual spend that. His procurement experiences have included projects as diverse as the City of Chicago 911 Emergency Center (~$250 million) and the acquisition of bulk energy for the Naperville electric utility (~$437 million).
He is a recognized leader in “green” procurement initiatives and has spoken at several national conferences on the topic he also has been recognized for his professionalism and leadership with several local, regional and national awards including Professional Purchasing Manager of the Year 2005 from the National Institute of Governmental Purchasing and manager of the Year 2004 from the Illinois Association of Public Procurement Officials; in addition the City of Naperville is a 10 time winner of the National Purchasing Institute’s Achievement of Excellence in Procurement Award, the NIGP Innovation Award 2006, 100% Certification Awards (3 years) and the only municipality to have earned the prestigious Pareto Award of Excellence from NIGP.
