A complete assessment and analysis of a public agency’s procurement operations in support of the organization’s mission - transformation. The review can include all of the following elements or a portion thereof: enabling legislation/policies and procedures, best practices, procurement methodologies/applications, cooperative procurement, agency benchmarking, procurement staff resources/organizational structure, staff knowledge/skills and abilities and staff development plans, customer engagement or customer service levels, contract administration, warehouse and inventory operations, eProcurement technology in support of the procurement processes, Pcard systems, contract portfolio analysis, strategic sourcing, vendor engagement/management programs, performance metrics, and Small Business and Minority/Woman Owned Business(MBWBE) Programs.
A review and analysis of a procurement organization’s effectiveness, efficiency, and compliance with required laws and practices. An analysis for the overall supply chain management for applicable roles and responsibilities from requisition to payments. These assessments may range from staff resource availability/assignments, staff delegation of authority, staff knowledge/skills and abilities, staff certification, staff development plans, shared services, staff performance metrics, staff workload metrics and analysis, appropriate internal controls, or purchase/contract review, execution and analysis.
Enabling Legislation, Policies and Procedures
A review of enabling procurement legislation (statutes, ordinances, policies and procedures) for identification of potential policy revisions for improved performance and maximization of the procurement function. Additional services include the preparation of the following: procurement ordinances, policies and procedures (purchasing manuals), development of procurement documents (terms and conditions, solicitation templates, contract templates), and how to do business booklets.
Strategic Plans, Benchmarking, and Best Practices
Development of procurement strategic plans for the transformation or continued advancement of best practices based public procurement; including performance metrics. Public procurement benchmarking comparisons for particular procurement areas; thresholds, Pcard thresholds, staffing, that incorporates best practices research and applications targeted specifically to the public sector.
Implementation and Staff Augmentation Services
Resources to assist in the implementation of proposed transformation recommendations. Services may range from the level of a Chief Procurement Officer to a Buyer or Pcard Administrator. Particular areas of focus may be in project management, process mapping, procurement document preparation, training, delegation of authority, centralized and decentralized procurement, staff management and change management. An additional area may be in the execution of specific targeted procurements or procurement responsibilities (construction contracts, IT purchases, health services).
Strategic Sourcing Services
Analysis of an organization’s procurement spend to assist in the assessment, planning, and management for aggregation and execution of procurement events. Services include the contract portfolio analysis, data analytics, assessment, market analysis, and opportunity assessments with guidance and support in the procurement event execution. Examples include: computer purchases, temporary services, advertising services, vehicle purchases, fuel, cellular service, laboratory equipment and supplies.
Expert Procurement Services
Professional advice or assistance in multiple aspects of the public procurement process or programs; including such areas as: procurement transformation, procurement plan strategies, local preference laws, MBWBE programs, protest and appeal reviews.
