Public procurement organizations should develop a performance management program that allows for continuous improvement and added value. The performance management program should be integrated across the organization at both individual and supplier levels so that it aligns with the organization's practices. The four steps involved in public procurement performance management are: i) planning, ii) implementation, iii) monitored progress, and iv) identification of opportunities for improvement. The goal of a performance management program is to help the procurement organization meet the goals and objectives of its internal and external strategic plans. This practice outlines the steps public procurement organizations must take to develop a strategic plan which acts as the design-phase of the performance management program. This practice also outlines the steps to implement a performance management program and how to monitor progress effectiveness and efficiency. From monitoring progress, procurement organizations should be prepared to identify opportunities for improvement to implement new processes or create new goals and objectives that match the needs of the organization. When designed, implemented, and monitored correctly, a performance management program will improve procurement's effectiveness and efficiency, which leads to improvement in services that procurement provides to its stakeholders and the public.
