Job Order Contracting (JOC) is a collaborative and efficient construction project delivery method using an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for a specified period of time. JOC targets renovation, repair, sustainability, maintenance, and minor new construction projects. Contracts typically have a specified term and prices are based on a coefficient tied to a Unit Price Book (UPB). JOC is used by various public entities and offers immediate access to pre-negotiated contracts, reduces lead time, increases quality and efficiencies, acts as an extension of staff, and is cost-effective. The JOC process involves steps like scoping sessions, scope confirmation, estimate preparation, construction, regular progress meetings, final inspections, and closeout. Success in JOC requires understanding the process, utilizing LEAN best practices, active involvement from both owner and contractor, and maintaining a non-adversarial relationship.
