Unauthorized shipments or shipments sent C.O.D. without written consent will be rejected and returned at the Contractor's expense. 13. Force Majeure: The County will not hold the Contractor liable for extraordinary interruptions or damage caused by natural causes that cannot be reasonably foreseen or prevented. 14. Holding of Bids: Bidders have the option to withdraw their bids at any time before the specified closing time for the receipt of bids.
