The document is a specification for ballistic testing of personal body armor for the New York Police Department (NYPD). There are two types of tests required: the Modified Certification Test for newly purchased body armor and the Ballistic Limit Determination Test for in-service testing of used body armor. The laboratory must be accredited by the NIJ and provide a video or digital image of the testing. The results of the tests must be kept confidential and provided to the NYPD in a comprehensive written report. The NYPD is responsible for the transportation costs of the garments to and from the laboratory. The contract term is five years with the possibility of two three-year renewal periods.
