POL - Administrative Policies and Procedures - Surplus Items 2008

  • YEAR CREATED: 2008
  • ENTITY TYPE: County
  • TYPE OF DOCUMENT: POL - Policies/Procedures
The document is a policy statement and procedure manual for the disposal of excess and surplus property owned by Loudoun County Government. The policy outlines the administrative process for disposing of County-owned personal property that is not being used or is not required for use by the County. The surplus property program is managed by the Management Support Services Division within the Department of General Services. The program aims to provide a central clearinghouse for surplus County property and generate revenue from the public resale of surplus property. Surplus items are sold through weekly on-site sales at the Surplus Store in Leesburg and monthly online surplus auction sales. Each agency director is responsible for ensuring the proper disposal of property assigned to their organization. The department head or designee declares the property as surplus and submits the necessary information to the Support Services department. General Services arranges for the removal of surplus items from the department and delivery to the Surplus Store for disposition. Departments are encouraged to contact Support Services before purchasing additional furniture and equipment, as surplus items declared by one department may be useful to another agency. If a department selects an item for reuse, General Services will arrange for its delivery to the department. Surplus items not selected for redistribution are disposed of according to the Loudoun County Purchasing Policy, either through sale (sealed bid, auction, trade-in, or fixed price sale) or at the County's solid waste management facility. Property disposal records are maintained by the Department of General Services. The document also includes a list of frequently asked questions about the surplus program, including contact information, hours of operation for the Surplus Store, the process for declaring an item surplus, viewing and purchasing items from surplus, and the origin of surplus items.
