This document is a classification specification for the position of Senior Buyer in King County. The Senior Buyer is responsible for procuring major equipment, routine and non-routine goods/services, and creating unique procurement documents/methodologies for special project needs. They perform highly sensitive procurement activities and may direct the work of others. This is a senior level professional classification with little or no direct supervision. The Senior Buyer handles the most difficult procurements and has the authority to create new contracting or procurement methods/documents. Errors in this role can have significant impacts on procurement processes, workload sequencing, legal liability, and project/program delays. The Senior Buyer supports the establishment of contracts through the bid process and handles more straightforward procurements where the bidder meets the specifications. They also assist with cost savings strategies, resolution of bidder protests, and may review the work of other Buyers and Assistant Buyers. The knowledge and skills required for this position include public bidding procedures, contract law, business law principles, procurement theory, negotiation, project management, problem solving, and effective communication. A minimum of 3 years of experience as a Buyer or equivalent is required, and certifications such as CPPB, CPO, or CPM are desired. The Senior Buyer is an exempt position and requires a state driver's license or the ability to travel throughout the county in a timely manner.
