Section 3, with a weightage of 25%, evaluates the technical merit of the proposal. The evaluator is required to assess various aspects such as hardware, software/web application, racks, warranty, customer support, vendor qualifications, and product demonstration. The final section, section 4, carries a weightage of 15% and evaluates the responsiveness of the proposal to the RFP criteria. The evaluator is required to assess if all required forms are provided, if the proposal follows the outlined format, if a bid/proposal bond is provided, and if the requested elements of the proposal were addressed. At the end of the form, there is space for the evaluator's signature, date, department/division, and the total score. The evaluator is also provided with a comments section to make additional notes for reference and discussion during meetings of the full evaluation panel.
