This document is a Request for Proposal (RFP) for a volunteer fire-rescue retention study in Loudoun County. The purpose of the study is to assess and improve the recruitment and retention of volunteer firefighters in the county. The RFP outlines the scope of services required, which includes visits to each of the seventeen independent volunteer corporations and the Loudoun County Fire and Rescue (LCFR) department. The independent consultant(s) will study station leadership, identify areas of strength and improvement, provide recommendations for immediate action, and offer coaching to implement these recommendations. The consultant(s) will also track changes in volunteer personnel over a three-year period and provide annual reports to the county. The RFP also includes contract terms and conditions, such as the contract period, procedures, delivery requirements, and insurance requirements for the contractor. Specifically, the contractor must have General Liability insurance that includes the Broad Form Property Damage endorsement.
