This document is a vision and mission statement for the State Procurement Office (SPO). The vision of the SPO is to be a model for excellence in public procurement practices, leadership, and integrity. The mission of the SPO is to provide procurement services through operational leadership, legal compliance, and enhanced value for customers and the state's procurement community. The SPO coordinates the Value in Procurement (VIP) initiative statewide and conducts strategic sourcing as a Strategic Contracting Center (SCC) for various types of contracts. They also provide centralized procurement contracting services for non-SCC agencies and the Arizona Department of Administration (ADOA). Additionally, the SPO provides procurement technology solutions, compliance reviews, and oversight of procurement authority for all state agencies. They coordinate with the Office of the Attorney General to provide advice and guidance on procurement laws, rules, and court decisions. The SPO also offers technical training and assistance for small-, women-, and minority-owned businesses, as well as procurement training and oversight of a professional certification program. They administer a certification program for Arizona government cooperative purchasing.
