This document provides information about the job description and requirements for the position of Purchasing Services Officer 2. This position is accountable for performing complex and technical procurement tasks, as well as acting as a working supervisor for lower-level purchasing classes. In state agencies, the officer is responsible for highly complex and technical purchasing, including open-market buying and supervising purchasing and storage functions. In the Department of Administrative Services, Bureau of Business Services, this position may be used as an intermediate level in the purchasing series. The officer receives general direction from a higher-grade purchasing or administrative official and may lead professional, technical, and/or clerical staff. The duties of the officer include fulfilling complex or high-volume purchasing requirements, determining supplies and commodities to use, preparing or revising complex specifications, selecting sources and reviewing competitive bids, supervising preparation of requisitions and purchase orders, analyzing price trends and market conditions, inspecting delivered commodities, directing large stores facilities, preparing reports, providing staff training and assistance, conducting performance evaluations, acting as a liaison with other units and outside officials, and establishing and maintaining unit procedures. The minimum qualifications required for this position include considerable knowledge of purchasing methods, principles, and procedures, as well as knowledge of supply sources, market factors, business law, inventory control procedures, and record-keeping. Interpersonal, oral, and written communication skills are also required, along with some supervisory ability. The general experience required is seven years in purchasing, with two years at the professional level. College training can be substituted for the general experience up to a maximum of four years for a Bachelor's degree.
