The manager oversees the purchasing and inventory/warehouse staff, enforces purchasing and inventory/warehouse rules and procedures, secures goods and services through open market purchasing or competitive bidding, maintains an approved vendor list, manages warehouse functions and inventory, tracks goods and services contracts, prepares bid specifications, interfaces with purchasing agencies, interprets procurement rules and regulations, administers the purchase order system, assigns property numbers to capital equipment, develops the department budget, verifies requisitions and purchase orders, builds and maintains vendor relationships, and performs other related duties. The manager must have a bachelor's degree in business administration or a related field, five years of experience in purchasing and warehouse functions with at least two years in a supervisory capacity, and preferably hold certifications in public purchasing. They must have knowledge of purchasing and bid procedures, inventory control and warehouse management practices, negotiation principles, contract language, computer operations, and preferably knowledge of building materials and FAA regulations. The manager must have the ability to coordinate and oversee a purchasing and inventory control program, devise and implement policies and procedures, negotiate effectively, plan and organize, and communicate clearly. The work environment is an office setting.
