This document provides information about the position of Procurement Specialist in the Fairbanks North Star Borough. The individual in this role is responsible for independently administering the formal competitive procurement process for the borough, in accordance with relevant ordinances, policies, state and federal laws, and regulations. The typical duties of the Procurement Specialist include assisting departments in developing formal competitive procurement documents, reviewing specifications and contractual requirements, and refining documents for clarity, consistency, and compliance. They also administer the procurement process by developing bidders' lists, publishing legal advertisements, and serving as a contact person for bidders. They manage the bid opening and RFP closing processes, record bids and proposals, and determine responsive bidders and successful proposers. The Procurement Specialist prepares various procurement-related correspondence and documents, provides assistance to departments, vendors, contractors, and the general public regarding procurement processes, and prepares contract documents after procurement award. They maintain organized files for all formal procurements and advise departments on procurement requirements and principles. They also apply independent judgment to procurement actions and manage the borough-wide copier program. The minimum qualifications for this position include a high school diploma or equivalent, four years of experience in purchasing or materials management, and up to one year of procurement training. Certification from the National Institute of Governmental Purchasing (NIGP) and experience in procurement practices and procedures are desired. The Procurement Specialist should have the ability to use independent judgment, organize and manage multiple projects, and generate professional quality documents. They should also have good interpersonal skills, proficiency in Microsoft Word, Excel, and Outlook, and a valid driver's license. The job involves continuous contact with employees at all levels of the borough, frequent public contact, and contacts with outside agencies, vendors, contractors, and other government agencies. The Procurement Specialist does not supervise and may experience minor problems daily, as well as occasional major ones that require resolution with little immediate supervision. The work environment is generally pleasant, with negligible hazards, and may involve moderate lifting, pushing, or pulling.
