The position involves managing highly complex and high-value purchasing projects, including solicitation development, bid and proposal analysis, contract award, contract management, and other administrative tasks. The position also involves research, development, implementation, and evaluation of purchasing projects, as well as brokering innovative business approaches to improve agency operations and client support. The employee is responsible for administering the eVA program, coordinating with internal clients to develop specifications and justifications, working closely with the ITS department and IT contractors, and maintaining up-to-date knowledge of vendor issues related to contracts. The employee also reviews contracts for compliance and takes appropriate action to address vendor performance issues. They are also responsible for updating various documentation, preparing management reports, and acting as a backup to the Manager position. In addition to the core responsibilities, the employee may also oversee assigned contracts and monitor the performance of departmental contract administrators on contract management processes related to the operation of those contracts. The required knowledge, skills, and abilities for the position include extensive experience with public procurement and contracting laws, familiarity with relevant procurement guidelines and regulations, ability to represent the agency on complex technical and contractual matters, strong communication and presentation skills, ability to develop training programs, and ability to work independently with minimal supervision. The education and experience required for entry into the position include a bachelor's degree in business administration or a related field, professional certification as a Virginia Contracting Officer and/or a Certified Professional Public Buyer, and demonstrated experience with eVA and Oracle. The core responsibilities of the position include performance management (for employees who supervise others) and general procurement and contracting tasks, such as procuring complex requirements, reviewing contracts for compliance, managing assigned contracts, and monitoring the performance of departmental contract administrators on contract management processes.
