This document is a job description for the position of Procurement Contracting Agent in the Human Resources Department. The job requires a Bachelor's degree and one year of professional and/or administrative experience, including procurement-related experience. The Procurement Contracting Agent is responsible for purchasing commodities for use by county departments and agencies. They are involved in all phases of the procurement process, including developing specifications for formal bids, analyzing requisitions for purchases, preparing bid documents and bid evaluation recommendation packages, enforcing competitive procedures, and communicating with vendors and departmental officials. The Procurement Contracting Agent also provides technical expertise on specific commodity categories, determines the existence of open purchase contracts, obtains price quotes from vendors, prepares bid packages, evaluates bids, and administers the awarding of contracts. They are also responsible for making recommendations for improved procurement procedures and coordinating procedures for testing and inspection of commodities. The job requires considerable knowledge of purchasing methods and procedures, specifications, supply sources, market factors, laws and regulations, and departmental policies. The Procurement Contracting Agent must have the ability to analyze and process a large volume of procurement requests, obtain and interpret market prices, maintain effective relationships, communicate effectively, prepare complex specifications and bid documents, supervise clerical employees, and apply research methodology to locate reliable sources of supply.
