This document provides instructions and guidelines for the evaluation process of proposals. Evaluators are instructed to independently evaluate each proposal and record detailed rationale for scoring. They are not allowed to confer with other team members until after evaluating the proposal independently. Evaluators must use the evaluation form provided and can only consider criteria identified in the Request for Proposal (RFP). The evaluation team will discuss the findings and develop a composite score for each proposal. If there is a significant difference in scores, the team should discuss to ensure clarity of criteria. Evaluators are not allowed to discuss evaluation scores with non-team members or offerors. Conflict of interest is addressed, and any potential conflicts must be reported. The results are tabulated, and composite scores are obtained for each proposal. Offerors are ranked technically in descending order. Cost proposals are also reviewed, considering the Idaho Reciprocal Preference Law. The evaluation score sheets become part of the public record. Discussions and Best and Final Offers may be conducted if further clarification or revision is needed. Discussions are not negotiations but aim to obtain clarification of proposals. Best and Final Offers are submitted once, unless determined otherwise. Negotiations may take place if multiple acceptable proposals are received, and negotiations could secure advantageous terms or a reduced cost.
