The City of Newport News Purchasing Department has received an unsolicited proposal under the Public-Private Education Facilities and Infrastructure Act of 2002 (PPEA) for conducting a feasibility study on City-owned property for the construction and operation of an anaerobic digestion facility. Financing, ownership, and operational alternatives have been proposed, and a deposit of $5,000 is required with the submission of a PPEA conceptual project.
