ITB - Playground Installation 2008

  • YEAR CREATED: 2008
  • ENTITY TYPE: City/Township
  • TYPE OF DOCUMENT: BID - ITB, IFB, ITT, RFB
This document provides information about bond requirements for nonresident contractors in the state of Connecticut. According to Public Act No. 03-6, nonresident contractors must furnish a guarantee bond for 5% of the total cost of the work. This bond must be issued under a purchase order against a service agreement. The document specifies that this requirement applies to out-of-state contractors providing renovation or new work that involves the installation or incorporation of materials. Repair work without a renovation or new work component is exempt from this requirement. To register with the Department of Revenue Services (DRS) and obtain a Connecticut Tax Registration Number, nonresident contractors must complete and submit Form REG-1, Business Taxes Registration Application. The document provides a link to the state's website for online registration. Nonresident contractors have 120 days from the commencement of the purchase order to file the guarantee bond. Once the bond is filed with the DRS, a copy of the bond and the contractor's Connecticut Tax Registration Number must be submitted to the department issuing the purchase order. Upon receiving an Acceptance of Guarantee Bond form from the DRS, confirming that the bond requirement has been met, the Town of Greenwich is no longer obligated to withhold 5% of the nonresident contractor's invoices related to the purchase order. However, if the Acceptance of Guarantee Bond form is not received within 120 days, the Town is required by law to withhold payment and remit the amount to the DRS. The document also mentions that if a nonresident contractor invoices the department before 120 days and does not provide a copy of the Acceptance of Guarantee Bond, the Town is obligated to withhold 5% from each invoice. This procedure must be followed each time renovation or new work is ordered from a non-Connecticut contractor. Additionally, the document includes information about indemnification, insurance requirements, and contractor qualifications. The contractor is required to indemnify and save harmless the Town and its officers, agents, servants, and employees from any claims or damages arising from the work. The awarded vendor must provide insurance coverage as specified, with the Town of Greenwich added as an additional insured. The contractor must maintain the specified insurance coverages with licensed insurance companies acceptable to the Risk Manager. In terms of contractor qualifications, the contractor must have at least four years of experience in playground equipment installation, be a Certified Playground Safety Inspector (CPSI), possess a valid license issued by the National Playground Safety Institute, and be a member in good standing of the National Playground Contractor's Association. The contractor must also provide references involving playground installations. The document concludes by mentioning that the Town of Greenwich has playscape equipment at various locations, which were inspected in the past, and hazards (class A & B) were reported and need to be addressed. The Town is beginning the process of addressing these hazards and is seeking nonresident contractors who meet the specified qualifications to carry out the necessary renovation or new work.
