They need to confirm that they have not colluded with any other bidder or person to put in a sham bid or refrain from bidding. They also need to certify that all statements in the bid are true. The section also includes a certification that the bidder is not currently barred from bidding on contracts by any agent of Orange County or the Commonwealth of Virginia. The authorized person needs to sign the document and provide their title.
