The goals of the division are to achieve the highest standard of professional public procurement and foster transparency in the procurement process. The major objectives of the division include complying with procurement laws, providing timely support to client agencies, promoting competition among suppliers and contractors, ensuring quality products and services at competitive prices, providing equal opportunity to all qualified vendors and contractors, promoting participation of small and disadvantaged businesses, monitoring vendor performance, providing guidance and training to client agencies, staying updated on purchasing developments, and formulating purchasing policies and procedures. The division's functions are implemented through three lines of business: Executive Management, Administrative Services, and Operations. Executive Management is responsible for managing procurement practices, planning for future challenges, maintaining quality assurance, and recommending policy. Administrative Services provide administrative, fiscal, and human resource guidance, as well as training and education programs. Operations encompass the core business of procurement and disposition of surplus property. The division's values include maintaining fiduciary trust, delivering customer service, problem-solving, respecting and valuing people, encouraging risk-taking and innovation, delegating decision-making appropriately, and embracing open communication and information sharing.
