This document is a job description for the position of Management Analyst I/II in a District program. The Management Analyst I/II is responsible for providing professional and analytical assistance in the administration and management of various aspects of the program, such as human resources, personnel functions, governmental relations, development of the District budget, business operations, or labor relations. The Management Analyst I is considered an experienced level and initially performs under close supervision, progressing to general supervision as they gain knowledge of the unit's operating procedures. They have prior experience performing moderately complex analytical functions at a professional level. Advancement to the Management Analyst II level is based on demonstrated proficiency in performing the assigned functions. The Management Analyst II is the journey level within the series and is distinguished from other levels by performing the full range of duties assigned, including research and analysis on diverse projects, research requiring considerable depth of knowledge and skills in a specialized area, or development of the District budget. They receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Positions in this class are normally filled by advancement from the Management Analyst I level or with considerable prior related experience. The essential functions of the position include providing assistance in program administration and management, participating in policy formulation and implementation, planning for future operational and resource needs, representing the District and making presentations to various boards and agencies, coordinating budget activities, conducting complex analytical work in budget development, providing technical assistance in human resources and personnel programs, analyzing and improving employment practices, interpreting and applying labor/employee relations contracts, analyzing legislation and advocating for District policy objectives, developing and implementing strategic outreach programs, analyzing risk management policies, and serving as a project administrator for assigned analyses and auditing processes. The qualifications for the position include knowledge of basic principles and practices of business management, administrative and procedural analysis, accounting and auditing, budget preparation and analysis, financial record keeping and reporting, data collection and analysis, and business letter writing and report preparation. The ability to learn the operations, policies, and procedures of the District and assigned area, perform accounting and financial analysis, assess existing programs and provide recommendations for improvement, analyze and solve management problems, prepare administrative and analytical reports, collect and evaluate information and data, communicate effectively orally and in writing, and establish and maintain effective working relationships is also required. The experience and training requirements for the position are two years of increasingly responsible analytical experience equivalent.
