This document outlines the requirements for a communications access system with a jail management system. The system must have the ability to exclude not guilty dispositions from viewing but retain them for statistical analysis. It should also be able to generate standard and ad hoc user-defined queries or reports using Crystal Reports. The system should have a reports administration module to add customized reports and attach them to inmate-level screens. It should be able to run reports separately from the application if necessary. The system should provide offender data for housing and movement management reports, produce an offender population report, and allow for user-defined operational data extracts. It should also generate daily and monthly reports, statistical reports of disciplinary incidents, and provide an advanced search capability. In terms of inmate grievances, the system should support a logging system with multiple levels of processing, generate grievance numbers, provide receipts and reports of recommendations and decisions, and allow for electronic storage of paper documents and evidence. It should track investigations and decisions, categorize complaints, record and notify offenders of decisions, track appeals, and generate various reports related to grievances. The system should also have features for commissary management, including a database of goods and services, the ability to input and deduct costs from inmate accounts, real-time deduction of fees, and the generation of receipts and reports. Additionally, the system should be able to provide the names of inmates receiving orders and each order/receipt number.
