This document outlines the procurement ethics policy for Baltimore County Public Schools (BCPS). The policy aims to ensure fairness, transparency, and integrity in the procurement process. It prohibits BCPS employees from favoring a particular supplier and from disclosing contract details or competitors' confidential information. Employees are also prohibited from participating in contracts where they or their family, financial, or personal relationships have a financial interest. They are not allowed to solicit or accept gifts that may influence purchasing decisions, or be employed by a vendor or potential vendor. The Purchasing Manager and Agents are required to annually disclose any possible conflict of interest situations. Specific rules apply to purchases from BCPS employees or individuals with whom they have relationships. Employees may accept unsolicited advertising material, occasional business lunches, and other items of nominal value. Procurement fraud or misconduct can result in criminal, civil, administrative, and contractual sanctions. Violations of the policy may lead to reprimand, suspension, dismissal, or cancellation of contracts. Purchasing professionals can have ethics questions reviewed by the Ethics Review Panel.
