This document is a policy statement from HRSD (Hampton Roads Sanitation District) regarding environmentally preferable purchasing. The policy emphasizes the importance of maintaining buildings and landscapes in an environmentally friendly manner, including pest management through prevention and the use of organic pest control methods. HRSD also aims to use products with low volatile organic compounds (VOCs), high recycled content, and no formaldehyde when possible. They prioritize purchasing products and equipment with no lead or mercury, and if these metals are present, they prefer products with lower quantities and suppliers with lead and mercury recovery programs. When replacing vehicles, HRSD considers less-polluting alternatives to diesel. The policy also encourages the use of non-wood, plant-based materials for paper, paper products, and construction products, as well as the use of biodegradable and compostable bio-based plastic products. The health and safety of workers and citizens are given top priority, and HRSD recognizes the importance of recycled content products for their recycling system. The policy does not require the procurement of products that do not perform adequately, exclude competition, or conflict with local, state, or federal requirements. The Chief of Procurement is responsible for implementing the policy, and successful bidders may be required to certify the accuracy of their environmental claims. Procurement staff should be able to provide justification for product choices that do not meet the environmentally preferable purchasing criteria. Suppliers, contractors, and grantees are encouraged to comply with the policy where practicable. The Chief of Procurement is also tasked with periodically evaluating the success of the policy's implementation.
