This document is the Gifts and Gratuities Policy of Cobb County Government, effective since December 1988 and revised in December 1996. The purpose of this policy is to regulate the acceptance of gifts and gratuities by county employees. The policy applies to employees of the Board of Commissioners. According to the policy, employees are prohibited from soliciting or accepting any gifts, favors, entertainment, loans, or any other item of monetary value from organizations, businesses, firms, or individuals who have or are seeking to obtain business with Cobb County government, or whose interests may be affected by the employee's performance or non-performance of official duties. However, there are some exceptions to this policy. Employees are allowed to accept nominal gifts on special occasions such as marriage, retirement, or illness, as well as food and refreshments during business meetings. Unsolicited advertising or promotional materials and social courtesies that promote good public relations are also permitted. Contributions made for flower funds or special gifts for fellow employees are not prohibited, but participation in such activities must be voluntary and the gifts should be of minimal value. Supervisors are required to avoid situations that could interfere with the objective evaluation and direction of their subordinates. They are only allowed to accept gifts of nominal value for special occasions from subordinates and are prohibited from borrowing money or accepting favors from subordinates. Inspectors, contracting officers, and enforcement officers are particularly cautioned to avoid relationships that could be seen as favoritism, coercion, unfair advantages, or collusion.
