Bidders must list any variations or exceptions to the bid conditions and specifications on a separate sheet, but any exceptions may result in the bid being rejected unless they are inconsequential or typographical errors. 14. Bids should be submitted with complete information, including brochures or specification sheets where appropriate. Inadequate information may result in the bid being rejected. 15. Out-of-state bids without a State of Hawaii Excise Tax number will be increased to reflect the tax liability. The lowest responsible bidder, considering all factors, will be awarded the contract. 16. The contract awarded will be the amount of the bid offered and will not include the amount of increase for imputed taxes.
