This document is a classification specification for the position of Contract Specialist III. The responsibilities of this position include leading, overseeing, and evaluating the work of others in the procurement of major contracts involving construction, technical, professional, engineering, and architectural consulting services. The purpose of the work is to manage and mitigate the usage and risk inherent in contracts and professional services contracts in order to protect the County from litigation, criticism, or unanticipated costs. The Contract Specialist III classification is distinguished from other levels in that incumbents in this position supervise assigned staff or provide lead direction to Project Team Leaders, oversee and evaluate the work of others, and ensure consistency by interpreting policies and procedures. Incumbents usually have some management responsibility. Errors made in this position can result in flawed procurement processes, legal liability, and delays in projects or agency-wide programs. The duties of a Contract Specialist III include providing lead direction and training for project managers, team members, inspection personnel, administrative staff, and/or Contract Specialists; preparing requests for proposals for major equipment procurement or publicly advertised technical, professional, engineering, and construction services contracts; attending and making public presentations at public symposiums/training meetings; developing and implementing procedures for professional consultant selection process or major equipment purchases or construction procurement process; proposing alternate procurement approaches; researching Federal grant/loan requirements; developing contract documents for the sale of County-owned property and resources; negotiating and documenting contract change orders; and performing other assigned duties. The knowledge and skills required for this position include the principles and practices of supervision and management, team leading and making public presentations, effective interfacing with County officials and senior management, and management and people skills. A State Driver's License or ability to travel throughout the County in a timely manner is required, and a Certified Procurement Manager certification is desired. The minimum experience required for this position is 5 years in contract administration.
