The Contract Specialist I is the first level within a three-level classification series. They perform procurements and contracting using established methods, policies, and procedures, and do not create new methods. They receive close to moderate supervision and do not have lead responsibility. The functioning of major projects, programs, facilities, and essential public services can be affected by procurement activities, and there is a potential for costly errors and legal liability. This classification differs from the Buyer series in that Contract Specialists support user departments in establishing construction, engineering, and/or professional services contracts, while Buyers support user departments in establishing contracts through the bid process. Contract Specialists are often called upon to make awards requiring expert judgment, while Buyers handle more straightforward procurements.
