This document is a job description for the position of Contract Administrator at the Modesto Irrigation District. The primary function of this role is to coordinate bids, negotiate, award, and administer fixed price contracts for the procurement of services. The Contract Administrator is also responsible for managing and overseeing the procurement activities of the District to ensure compliance with contract provisions and local, state, and federal laws. The essential duties of the role include writing, negotiating, awarding, and administering contracts, as well as monitoring compliance with regulations. The Contract Administrator is also responsible for developing contract agreements, change orders, and purchase orders, and providing technical expertise and guidance to others. The qualifications for this position include a high school diploma or equivalent, preferably with a major in Business Administration or Public Administration, and five years of experience in a purchasing, contracting, manufacturing, or service environment. Knowledge of contract law, construction law, prevailing wage rules and regulations, and finance and accounting principles is required. The Contract Administrator must also have the ability to communicate effectively, resolve conflicts, prioritize tasks, analyze and interpret data, and make sound business decisions.
