The document is the Employee Conduct & Ethics Policy of the City of Tucson Department of Procurement. In addition to the City's Code of Ethics and Rules of Conduct, employees are also required to follow the policies related to Information Technology Security and appropriate use of the City's Electronic Mail system. Employees are expected to ensure open and fair competition for City business in accordance with the Tucson City Code and the Tucson Procurement Code. They are prohibited from accepting any tangible or intangible benefit, valued at $5 or more, that may influence or appear to influence procurement-related decisions. This includes items with an imprinted company logo that could be perceived as an endorsement or preference for a particular product or service. Employees are required to declare any conflicts of interest when an organization employing them or their family member is being considered for a contract award. They are not allowed to solicit or accept gratuities, favors, or anything exceeding $5 in value from contractors or potential contractors. If an employee becomes aware of a financial interest between the City and a vendor in which they or their family member have a financial interest, they must immediately disclose the conflict of interest to their supervisor and refrain from any activity related to that vendor. Employees are expected to conduct themselves in a courteous and professional manner with internal customers, vendors, and citizens, without discrimination or bias. They are prohibited from using confidential or sensitive information acquired in their role for personal gain or for the benefit of family or friends. Employees are required to keep their supervisor and department management informed of any potential or existing problems that the department has an interest in. They must gather all relevant facts, analyze possible solutions, and present the best solution to their supervisor. The document also prohibits employees from concealing, removing, falsifying, or destroying any government document or record, as well as making false or fictitious statements in connection with any official matter. Violation of any provision of this policy may result in disciplinary action, ranging from an oral reprimand to dismissal from City service. The City reserves the right to pursue legal action to the fullest extent permitted by law. The document is signed by Marcheta E. Gillespie, the Deputy Director of Procurement for the City of Tucson.
