If an aggrieved party does not agree with the final decision of the Director or the County Attorney, they can submit a reconsideration within seven business days. The reconsideration must include the specific reasons for the disagreement and all related information pertaining to the original protest or claim. The reconsideration is sent to the Board of County Commissioners for review, and they have fifteen business days to respond. The decision of the Board of County Commissioners is final. The document also outlines the procurement methods that do not require formal solicitation, such as purchases made from other government agencies, subscriptions, and professional services up to $25,000 annually. It also explains the procedures for small purchases, including single quotes, telephone quotes, and requests for quotes.
