The document is a resolution adopted by the Board of County Commissioners of El Paso County, Colorado, to update and amend the El Paso County Procurement Manual. The procurement function aims to foster competition and fairness in the procurement process and ensure compliance with legal provisions to maintain the public's trust and reduce the County's exposure to criticism and lawsuits. The policies outlined in the County Procurement Manual, attached to the resolution, are to be adhered to by all County officials and employees as a guide to the procurement function. The resolution was unanimously adopted by the Board of County Commissioners on October 16, 2003.
