The monitoring center should have bilingual staff, a written security plan, and backup systems in place. The bidder should also provide customer support and technical services. Program participants are responsible for having regular telephone line service at their residential location. The monitoring equipment should be FCC approved and properly registered and certified under the Federal Communication Commission Rules and Regulations.
