  • YEAR CREATED: 2008
  • ENTITY TYPE: City/Township
  • TYPE OF DOCUMENT: RFP - Request for Proposals
The document is a Request for Proposal (RFP) issued by the City of Miami Beach on October 24, 2008. The RFP is for the management and operation of a bicycle rental program in the city. The document outlines the requirements for the proposals and the evaluation/selection process. The proposals must include a table of contents, an introduction letter outlining the proposer's specialization and past experience, documentation demonstrating the ability to meet the requirements, at least three client references, qualifications of the proposer and team members, past performance client survey information, methodology and approach for development, operation, and maintenance of the program, and a detailed operation, marketing, and sales promotion plan. The proposers are also required to provide a detailed revenue-sharing concept and acknowledge any addenda. The evaluation and selection process will be conducted by an Evaluation Committee appointed by the City Manager. The committee will evaluate the proposals based on criteria such as the proposer's experience and qualifications, proposed revenue to the city, strength and sustainability of the operating plan, impact on community mobility, and past performance evaluation surveys. After considering the committee's recommendation, the City Manager will recommend to the City Commission which response(s) to accept. The City Commission will then make the final decision on the selected response(s) based on the best interest of the city. Negotiations will be conducted with the selected respondent to arrive at a mutually acceptable contract price. Once a contract is approved by the City Commission and signed by both parties, a property interest or legal right will be created. However, until and unless a contract has been agreed to and signed by both parties, no legal obligations or rights will be created.
