RFP - Agricultural Farmland Lease SPECs

  • ENTITY TYPE: City/Township
  • TYPE OF DOCUMENT: RFP - Request for Proposals
The document is a specification for an agricultural lease at the Hornsby Bend Biosolids Management Plant in Austin, Texas. The lease is for approximately 525 acres of land that can be used for the production of crops for animal consumption. The leased area is also used by the City of Austin for land application of Class B Biosolids and is irrigated with treated process water from the plant site. The lessee is responsible for providing necessary fertilizers, labor, and equipment for planting, harvesting, and marketing farm products. They are also responsible for controlling weeds and pests, maintaining fences and gates, and removing excess equipment or materials from the site. A harvesting schedule and reporting requirements are established between the City and the lessee. The lessee must remove all crops from the property within a reasonable amount of time and obtain approval from the Farm Manager before selling directly to the public from the site. The City reserves the right to inspect the contractor's operation at any time. Lease payments to the City are made at the end of the annual contract period, and the lessee may be requested to pay for soil and plant analyses to support research instead of the lease payment. Approximately 300 acres of the leased area are part of a long-term research project on the benefits and impacts of Biosolids on plants and soil biology, and the lessee is required to coordinate with the research team.
