  • YEAR CREATED: 2002
  • ENTITY TYPE: County
  • TYPE OF DOCUMENT: BID - ITB, IFB, ITT, RFB
The document provides guidance and instructions for preparing proposals in response to a Request for Proposal (RFP). It emphasizes the importance of following the format and content requirements specified in the RFP and states that non-conformance may result in an unfavorable evaluation of the proposal. The proposal should be clear, concise, and provide sufficient detail to substantiate the claims made. Elaborate brochures or documentation are not desired. The proposal should be valid for 120 days from the opening date and the proposal should clearly state this validity period. The County will retain one copy of all unsuccessful proposals unless otherwise requested by the offeror. The document also provides instructions on various aspects of the proposal preparation. If there are any discrepancies or errors in the instructions, the offeror should notify the Director of Purchasing immediately. The County may schedule oral presentations if necessary. The proposal should be organized into sections, including an Executive Summary, Technical Response, Cost/Price Proposal, Contract Documentation, and Relevant Past and Present Performance. Cost or pricing information should only be addressed in the Cost/Price Proposal section. If trade secret information is required, it should be provided in a classified supplement. Each section should be written in a stand-alone manner with minimal cross-referencing. The proposal should include a table of contents, glossary of abbreviations and acronyms, and be formatted with 8.5 x 11-inch pages, single-spaced, and with appropriate margins. Legible tables, charts, graphs, and figures can be used, but should not exceed 11 by 17 inches in size. The proposal should be bound in a three-ring loose-leaf binder and clearly labeled. Electronic submission of proposals is not permitted. The original proposal should be addressed to the Director of Purchasing. The Executive Summary section of the proposal should provide a concise narrative summary of the entire proposal, including significant risks and key features. It should also include a master table of contents for the entire proposal. The Technical Response section should be specific and complete, providing the methodology for satisfying the requirements stated in the County's Statement of Objectives. All the requirements specified in the solicitation are mandatory, and by submitting the proposal, the offeror represents that they will meet these requirements. The responses will be evaluated based on the criteria defined in the document.
