The City of Bellingham is seeking qualified firms to provide auctioning services for surplus vehicles, equipment, tools, and furniture. The auctioneer will be responsible for conducting public auctions every three months, including presale advertising, organizing items, conducting the auction, and disposing of unsold items. The auctioneer must meet specific advertising requirements and provide an itemized report of sales and proceeds. They must also be licensed to sell titled vehicles in the State of Washington and have a secure storage area for surplus items. The auctioneer will be responsible for transporting surplus items to the point of sale and must collect and pay all sales taxes. They must also be licensed and bonded by the State of Washington and accept all surplus items. The auctioneer must maintain financial records and enter into a services agreement with the City. They may need to obtain a City of Bellingham business registration if the auction is held within the city limits. The auctioneer must dispose of unsold items with written approval from the City, with a preference for responsible recycling. The contract term is one year with the option for four additional one-year renewals. Proposals will be evaluated based on cost, qualifications and experience, adequacy and location of the auction site, advertising program, sales reports, auction schedule, suggestions to increase surplus values, and mailing list. Vendors must use the provided form for their proposal. The commission percentage will be deducted or added to the gross sale amount. The proposal must be made with full knowledge of the specifications, terms, and conditions.
