This document is a Request for Proposal (RFP) for a project or service. The proposer asserts that their offer is fair and without collusion or fraud, and they had no prior knowledge of the RFP's contents. It is the proposer's responsibility to check for any changes on the State of Connecticut Department of Administrative Services website before the proposal opening. If there are any doubts or need for clarification, the proposer must submit a written request to CSU. Proposals must include the cost of obtaining permits, licenses, and notices required by the city, state, and federal governments. Non-discrimination and affirmative action forms must be completed and submitted with the proposal. Samples, if required, must be submitted according to the RFP's requirements and will become the property of CSU unless the proposer requests their return. Proposals will be opened publicly, and the award will be given to the lowest responsible qualified proposer who complies with the requirements. CSU reserves the right to grant awards by item or group of items and to correct any administrative errors in the awards. The awarded proposer will receive an offer to negotiate a contract, and if declined, the offer may be extended to the next lowest proposer. The proposal submission constitutes an offer, and the resulting contract will be a formal written document. The contract may contain provisions such as the ownership of developed products, data sharing restrictions, indemnification of CSU, guarantee of products, repair responsibilities, compliance with licenses and permits, and insurance requirements. The contract will be governed by the laws of the State of Connecticut, including its principles of conflicts of laws. The contractor agrees to abide by all applicable laws and regulations.
