The document is a request for proposal (RFP) for a substance abuse clinically managed high-intensity residential treatment program in Baltimore County, Maryland. The Baltimore County Department of Health is seeking an experienced and qualified vendor to provide ASAM Level III.5 treatment services for Baltimore County residents who have been committed to treatment by the courts through the Maryland Health General §8-507 process. The goal is to increase the number of available treatment beds for these residents. The state of Maryland will provide funding for four additional treatment slots. The funding available for the services provided under this contract is based upon the availability of funding to Baltimore County. The selected vendor must be certified to provide ASAM Level III.5 treatment services and may also need to provide detoxification services. The contractor must work collaboratively with the judicial system, the Baltimore County Bureau of Substance Abuse, and the Maryland Department of Health and Mental Hygiene. The proposal requirements include submitting a technical proposal, a price proposal, a budget for Fiscal Year 2007 and Fiscal Year 2008, a statement of financial condition, information about the organization's structure and licenses, a description of the program and its components, practices and protocols for medical and psychiatric disorders, therapeutic approach, admission procedures, case management services, connections with social institutions for referrals, compliance with confidentiality regulations, and policies for handling client grievances/complaints. Compensation for the services will be based on the available funding.
