The City of Columbia, South Carolina is seeking proposals from qualified firms or individuals to provide collection services for outstanding fees and delinquent accounts owed to the city. This includes the collection of returned checks and parking tickets. The city currently has approximately 200,000 water and sewer customers and issues around 153,000 parking tickets per year. Interested respondents must carefully review all provided materials and submit any questions via email. The selection process will involve scoring based on collection process, municipal and utility experience, references, qualifications, and locality. The three highest scoring respondents may be asked to make a presentation and be interviewed before the final selection is made by the selection committee and approved by City Council. Respondents must submit their proposals in a specific format and deliver them by the deadline. The city is not responsible for any costs incurred by respondents. The contract will include terms and conditions related to the commencement of services, non-discrimination, and indemnification. The city will not agree to indemnify the respondent or their employees. Additionally, the respondent must possess all necessary licenses, permits, and bonds required by law to perform the collection services.
