The document is a Request for Proposal (RFP) from the Corporation of the Town of Richmond Hill. The RFP is divided into two options: Option "A" for full narrative appraisals and Option "B" for simple appraisals. For Option "A", the successful proponent is required to provide detailed full narrative written appraisals for land issues that are of high value, politically sensitive, environmentally sensitive, involve complex issues of ownership, complex zoning, expropriations, injurious affection, or other complicating circumstances. The reports must meet the requirements of the Municipal Act 2001 and existing O.A.A.I.C. standards. The proponent must be a member in good standing and all reports must be signed by an AACI who is fully qualified to conduct the required appraisal. The estimated minimum volume for full narrative appraisals is 15 per year. For Option "B", the successful proponent is required to provide simple appraisals in a format acceptable to the Town. These appraisals are generally for fee simple transactions involving rights of way, easements, simple conveyances, or other tasks where a full narrative is not required. The reports must also meet the requirements of the Municipal Act 2001 and existing O.A.A.I.C. standards. The proponent must be a member in good standing and all reports must be signed by an AACI who is qualified to conduct the required appraisal. The estimated minimum volume for simple appraisals is 10 per year. The proposal submissions must include a company profile, information obtained through references, financial and statistical information, background experience and source knowledge relevant to a Municipal client, staff complement/specialization, and samples of similar appraisals completed. The submissions must also include information on value-added services, documentation formats, response time, and how disagreements regarding the value derived in the appraisals will be resolved. Pricing information for Option A, Option B, or both must be provided, along with pricing incentives overall. The evaluation criteria for selecting a proponent will be based on the company profile (25% weighting), service and support (20% weighting), pricing (40% weighting), and content of submission (15% weighting). The completeness and quality of the submission will also be considered. The selection will be based on the best interests of the Town.
