This document outlines the specifications and requirements for a revaluation project in the Town of Columbia, Connecticut in 2011. The contractor is responsible for conducting physical inspections and measurements of all residential, commercial, industrial, and special purpose properties in the town. The contractor is also responsible for preparing and mailing data mailers to property owners for quality checks of the computer database, and making corrections based on the returned mailers. The properties are to be field inspected and reviewed by qualified personnel, and the pricing and valuation should reflect the fair market value as of October 1, 2011. The final valuation is determined by the fair market value of the structure plus the market value of the land. Commercial, industrial, public utility, and special purpose properties are to be inspected, classified, priced, and reviewed in the same manner as residential properties, with additional requirements for recording dimensions and descriptions. The contractor is also required to utilize income and expense data for income-producing properties and develop capitalization rates. Once the rates and methods are approved by the assessor, the contractor shall perform the income approach by using both actual and economic income and expenses.
