This document is a contract for services to be performed in Baltimore County, Maryland. It includes provisions related to hazardous materials, tools, equipment, materials, job site safety, utilities, codes, work procedures, and payment. Regarding hazardous materials, if any product used in the contract contains ingredients that could be hazardous, the contractor must provide a Material Safety Data Sheet (MSDS) to the Purchasing Bureau. The contractor is responsible for safeguarding their own materials, tools, and equipment, and the county is not responsible for vandalism or theft. All work must be done in a safe manner and comply with safety regulations, including OSHA and MOSHA. Adequate barricades must be erected around areas where equipment and materials are stored and used. If requested by the county, the contractor must check existing mechanical and electrical systems for proper operation before and after completing the work. The county will provide required utilities, except for those to be installed by the contractor. Accidental interruptions caused by the contractor will be at their expense, and planned interruptions must be coordinated in advance with the Chief of Building Service's Office. All materials and work must comply with Baltimore County Codes and Regulations, NEC National Electrical Code, NFPA National Fire Protection Association, ASHRAE American Society of Heating, Refrigerating and Air Conditioning Engineers, and AHRI Air Conditioning, Heating, and Refrigeration Institute. Work procedures state that the contractor must report to the work site within two hours of notification by the county. They must evaluate the scope of work, provide a price quote, and if accepted, receive a verbal notice to proceed. The county will specify whether regular time or overtime rates apply, and the contractor must only work overtime when instructed to do so. The county will determine the skill level and quantity of workers and approve materials. The contractor cannot subcontract the assigned work, except for trades outside the contracted trade. The contractor's invoice must include actual hours quoted, material costs, a description of work performed, and copies of manufacturer's/vendor's invoices for materials. Work orders must be signed by the county contact person. Payment will be on a time and materials basis, and small tools and mobilization are included in the labor rates. The contractor must have at least four skilled mechanics available and attend a security orientation conducted by the Department of Corrections. The county may conduct background investigations on the contractor's employees and require the removal of unfit individuals.
