SPEC - Tire Maintenance, Repair & Replacement 2001

  • YEAR CREATED: 2001
  • ENTITY TYPE: Authority: Transportation
  • TYPE OF DOCUMENT: SPEC - Specification
The document is a specification for tire maintenance, repair, and replacement for the Texas Department of Transportation (TxDOT). The document outlines the scope of the specification, general requirements for vendors, work hours, service requirements, description of work, replacement tires, pricing, payment, non-compliance, and the award process. According to the document, the vendor is responsible for repairing punctures to tubes and tires for TxDOT's Odessa Maintenance section, including tire replacement when necessary. The vendor must supply all labor, equipment, and materials required for the repair/replacement, comply with EPA guidelines for hazardous material disposal, and have at least one English-speaking employee on the job at all times. Work performed by the vendor should be done between 8:00 a.m. and 5:00 p.m. from Monday to Friday, excluding TxDOT holidays. The vendor is required to perform tire and tube repair using the vulcanization method only, and tubeless tires repaired with plugs will not be accepted. They should also return old non-repairable tires and tubes to the department and submit itemized invoices with attached receipts. The document specifies that tires and tubes needing repair will be delivered to the vendor's location on an as-needed basis, and on-site repairs may be requested by TxDOT. If equipment with mounted tires needs repair, the vendor should remove and replace the tire on the equipment, ensuring that the equipment does not remain at their facilities overnight and is picked up by department personnel before 5:00 p.m. In cases where a tire is determined to be irreparable, the vendor should replace it with a new tire at the prices specified in attachment "B". All repaired or newly installed tires should receive spin balancing before being returned to TxDOT. Replacement tires should be new and from approved brands, and they should meet the manufacturer's recommendations for each specific piece of equipment. Pricing for the services should be in accordance with attachments "A" and "B", and the vendor should submit an invoice for payment once per month, including the necessary information such as the vendor's name, remit to address, invoice number, description of work performed, and total cost. Non-compliance with the specifications, terms, and conditions may result in termination of the purchase order, and any discrepancies should be discussed and resolved within 24 hours. The TxDOT representative has the authority to point out incomplete or defective work but cannot alter the terms and conditions of the service. TxDOT intends to make one award for all the items detailed in attachments "A" and "B" using a "least total cost" approach that meets the specifications and is in the best interest of TxDOT.
