SPEC - Vehicle Painting Services

This document is a purchase specification for painting services of auction vehicles for the City of Austin. The scope of the specification includes the painting of City-owned vehicles that will be sold at a public auction and vehicles used by the Austin Police Department for undercover operations. The vehicles will require complete exterior painting, including all door jams, underside of hood, and rear deck lids. The paint color may be white or a color selected by the Financial and Administrative Services Department. Some vehicle tops may be left unpainted. The purpose of the specification is to provide Fleet Services with vehicle painting services. The document also includes applicable requirements for the contractor, such as sanding, priming, and cleaning surfaces before painting, using acrylic enamel with hardener, removing or masking trim and rubber gaskets, protecting engine and trunk compartments from overspray, and protecting interior from overspray. The contractor is responsible for removing any visible overspray before the City accepts the vehicle. Refurbishing work should start within 72 hours of delivery and be completed within ten working days. The City expects the contractor to paint and deliver a minimum of four City vehicles weekly during peak periods. The contractor is responsible for any damage incurred to the vehicles while in their possession. The City reserves the right to require the contractor to repaint any vehicle if the quality of the paint job does not meet acceptable industry standards. The contractor must provide minor repairs, including filling up to five antenna holes per vehicle. The contractor's paint shop must be certified by ASE. The contractor must comply with City and Fire Department codes and regulations, as well as OSHA and other applicable laws and regulations. The City will pay from a monthly statement of account, and vehicles will be delivered to and picked up from the contractor's premises.
