This document is a set of instructions and guidelines for bidders interested in submitting bids for a project with the County of DuPage in Illinois. The County encourages creativity in bidding and allows for alternates to be considered if they clearly indicate what will be furnished and how it will benefit the County. Deviations and exceptions to the specifications should be fully described and attached to the bid form. Bidders are advised to carefully examine the bid, specifications, and contract documents before submitting their bid, as they will be held responsible for any errors resulting from their failure to comply with the instructions. The County provides information on preliminary investigations for the convenience of the contractor but assumes no responsibility for its sufficiency or accuracy. Facsimile and email transmitted bids are not accepted. The contractor is required to indemnify and hold harmless the County and its officers, agents, and employees from any claims or demands arising from the performance of the contract. The contractor is also responsible for any damages or losses resulting from their errors, omissions, or negligent acts. If a bidder is uncertain about any part of the specifications or contract documents, they are encouraged to contact the Procurement Services Division for clarification. The bid must be returned on the attached bid forms with all pages intact, and all blank spaces must be correctly filled in. The bid should include prices for all items unless otherwise directed, and bids that do not include prices for all items will be rejected. The bid prices should be F.O.B. delivered and include all freight costs to the specified delivery location(s). Unit prices should be extended for approximate quantities, and the total amount of the bid should be indicated on the proposal pricing page. The quantities stated for unit price items are approximate and will not be used for final payment. Bids will be compared based on the number of units stated in the bid pricing section. The bid should not contain any erasures, alterations, or omissions not called for, and all blanks should be filled in. The bid should be executed by the appropriate authorized person(s) depending on the type of bidder (corporation, partnership, or sole proprietor). In the specific case of BID #06-096, if the bidder is a "Partnership" or "Sole Proprietor" operating under that bid, they should follow the instructions accordingly.
