This document is a request for proposal (RFP) for consultant services for the Baltimore Watershed Agreement project in Baltimore County, Maryland. The consultant will also review goals and ongoing programs, prepare draft and final action strategy documents, and provide meeting minutes and attendance sheets. The proposal should include an executive summary, work plan, project organization and management plan, outcome measures specific to the proposed project, and a project management plan. The timeline for the project is to develop draft action strategies by October 1, 2008, and prepare final action strategies by December 15, 2008.
