The document provides detailed information about the training requirements for emergency response personnel in the Washington Metropolitan Area Transit Authority (WMATA) system. The document is divided into three levels of training: Basic Level, Command Level/Joint Supervisor Training, and Train the Trainer Level. The Basic Level training focuses on familiarizing emergency response personnel with various aspects of the WMATA system. This includes understanding the operation of fans in the tunnel, locating and utilizing equipment caches, understanding the construction of railcars, knowing the location and operation of emergency equipment within railcars, locating batteries in railcars, and learning the procedures for safely entering and exiting railcars during emergencies. The training also covers map reading skills, including identifying standpipe locations, vent/fan shafts, chain markers, emergency trip stations, ROW gates, portals, and Emergency Tunnel Evacuation Carts (ETEC). Additionally, the training covers protocols for handling specific incidents such as a person struck by a train, rail tie fires, EMS emergencies, running rail fires, blackout power failures, and using the Command Conference Line. The training also addresses emergency train operations and the challenges of assisting elderly and handicapped individuals during emergencies. The Command Level/Joint Supervisor Training is designed for personnel who have completed the Basic Level training. This training delves deeper into incident management and response. It covers topics such as incident review, legal considerations related to subway incidents, utilizing Incident Command System (ICS) and Operations Control System (OCS) during large-scale incidents, advanced map reading for effective decision making, establishing and operating within a unified command structure, forming groups/divisions for subway incidents, managing mass casualty care, utilizing rescue trains, implementing evacuation procedures, conducting safe ventilation operations, establishing water supply through the standpipe system, deploying and managing specialty teams, establishing communications with the Operations Control Center (OCC), handling media concerns, communicating with WMATA customers/employees, and integrating federal/state response and capabilities. The Train the Trainer Level is for individuals who have successfully completed the Basic Level and Command Level/Joint Supervisor Training. These individuals can become trainers themselves by completing a train the trainer course for each level they wish to teach. Upon certification, they receive a Trainer Handbook and a certificate for each level they are qualified to teach. The document also includes specific requirements for contractors, emphasizing the need to protect information received from the Metro Transit Police Department (MTPD) and WMATA from disclosure to unauthorized individuals. Contractors are only allowed to share this information with their employees who have a legitimate need to know.
